According to these sources, the proposal would create significant carve-outs for key agricultural imports — including beef, citrus products, and other essential food goods. While the plan remains under review, President Donald Trump has not yet issued final approval.

Officials are also examining whether to expand exemptions to countries that do not currently have formal trade agreements with the United States, a move that could further broaden the policy’s reach and soften the impact of existing tariffs on consumer food costs.

The deliberations follow a September executive order that instructed Commerce Secretary Howard Lutnick and U.S. Trade Representative Jamieson Greer to conduct a comprehensive review of more than 1,000 tariff categories.

Two individuals familiar with the matter told the Times that Lutnick specifically pushed for food-related exemptions, citing growing pressure from retailers, consumer groups, and agricultural importers struggling with elevated costs.
